Elizabeth Homes is led by Phil Baily, who has spent more than twenty years in residential development — from small housing schemes to large-scale regeneration for major housebuilders. That experience sits in the parts that decide whether a project actually works: acquisition, planning, viability and deliverability. It is the judgement a landowner or a private client is really buying.

At Elizabeth Homes, we build for the long term. Our homes are designed with care for their surroundings and crafted to a standard that holds its value — not for five years, but for generations. We are a small, purposeful developer, and we choose every site, every material, and every detail with the people who will live there in mind.

Our Story

Every home we build
carries a name.

That name is Elizabeth. She was our founder's grandmother — born in Stepney Green in 1929. Resilient, graceful, and possessed of a quiet strength that would come to define her life. She lived through the Blitz and raised five children through the challenges of post-war Britain, building a family from very little except character, care and grit.

She belongs to a generation that knew what it meant to make something last. A generation for whom a home was not a financial instrument, but the foundation on which everything else was built.

We choose materials for how they age, not just how they look on a brochure. We work with people who take pride in their trade. Quality is not a selling point for us — it is the starting condition.

Homes that belong where they stand.

Our homes do not arrive from a pattern book. They respond to their surroundings — the character of the street, the history of the building, the light at a particular time of day.

The Orchard

A single, considered home in a Hertfordshire village — named for the orchard behind it.

A current Elizabeth Homes development — a single, bespoke family home in the conservation area of Widford, Hertfordshire, with a retained willow tree at the front and a retained orchard garden at the rear. The scheme has been drawn to sit quietly in its setting, using local materials and traditional proportions, and is being delivered with the same care we would give a project ten times its size.

The Orchard is already sold. It is contracted to its owners under a JCT Design & Build contract — clients committed before a brick was laid. That is the model at the centre of how we work: we build for people who are already on board, which takes the sales risk out of development and lets us focus entirely on the home.

For private clients with a site and a vision, we offer a complete design, construction and interiors service — drawn, built and finished by a single team that is accountable for the whole. We focus our private-client work on St Albans, Harpenden, Hitchin and Hertford and the villages around them, where deep local knowledge makes the difference.

We partner with landowners and investors as development manager — leading the strategy, assembling the right team, and steering a scheme through to consent. Our Founder

More than twenty years
bringing homes forward.

Phil Baily has spent over two decades in residential development across London and the South East — bringing forward schemes from small housing developments to large-scale regeneration, and keeping them viable and deliverable from acquisition through planning to completion. He founded Elizabeth Homes in 2026 to bring that discipline to a smaller, more considered kind of development.

After years bringing forward large-scale schemes for major housebuilders, Phil started Elizabeth Homes to build a different kind of company — one small enough to care about every detail, ambitious enough to deliver homes that hold their value, and bringing the same discipline around acquisition, planning and deliverability to every project. The business is backed by long-standing partners with deep experience in marine and civil engineering, and works alongside a trusted group of architects, consultants, trades and an in-house interior design partner.

We choose our sites carefully and take on a small number of projects each year. Every home — whether built for sale or for a private client — is delivered to the same standard, and signed off by the same hand.
